Нотариат Российской Федерации находится в самом центре создания и использования современных информационных технологий, которые существенно изменили нотариальные действия. При этом говорить о широком применении нотариусами “цифровых технологий”, которые выделены в стратегических актах органов государственной власти, нельзя. Это характерно и для нашей страны, и для зарубежных нотариальных палат, которые только экспериментируют с данными технологиями. Наше исследование показывает, что наибольший интерес для нотариусов могут иметь технологии метавселенной, квантовых коммуникаций, распределенных реестров и искусственного интеллекта. Для их внедрения рекомендуется создание соответствующего правового поля, формировать которое целесообразно с актов Федеральной нотариальной палаты Российской Федерации, которые после апробации смогут стать нормами законодательства о нотариате.

REGULATION OF THE USE OF INFORMATION TECHNOLOGIES BY NOTARIES (“DIGITAL NOTARY”)

ABSTRACT. The Notary Office of the Russian Federation is at the very center of the creation and use of modern information technologies, which have significantly changed notary actions. At the same time, it is impossible to talk about the widespread use of “digital technologies” by notaries, which are highlighted in the strategic acts of public authorities. This is typical both for our country and for foreign notary chambers, which are only experimenting with these technologies. Our research shows that the technologies of the metaverse, quantum communications, distributed registries and artificial intelligence may be of the greatest interest to notaries. For their implementation, it is recommended to create an appropriate legal framework, which should be formed from the acts of the Federal Notary Chamber of the Russian Federation.
